I can't send pics with my emails?

I can't send any pics with my emails. they are not hotmail and I used to be able to then i dunno what happened it says now oops theres a problem skip or retry. how do i fix this i already went and bought a new virus protection and scanned our computer. and it still isnt letting me.like I said i used to be able to send them then one day this pops up. please help

Attach a picture with Photo Upload

You can add multiple pictures to your e-mail messages, and preview pictures before attaching them.

To install Photo Upload:

Sign in to the Windows Live Hotmail website with your Windows Live ID (The user name and password that you use to sign in to any Windows Live, MSN, or Office Live sites and services. If you have a Passport Network, Hotmail, or Messenger account, you can use it as your Windows Live ID.) .

In the left pane, click Mail, and then, in the upper-left corner, click New.

Click Attach, and then click Photo.

In the Information Bar window, click OK.

Right-click the yellow information bar, and then click Install ActiveX Control.

In the left pane, click Mail, and then, in the upper-left corner, click New.

Click Attach, and then click Photo.

When you're prompted to install Photo Upload, click Install.
