Because if an infected mother gives birth, it is very likely the child will be infected as well. I'm not saying they shouldn't have sex (they should use protection. everyone should, anyway.), I just saying that I don't think they should have children if their kids could get infected.

Yes, people with HIV should be 'allowed' to have children. If you are speaking of people in the United States the rate of perinatal transmission is relitivley low due to a higher availability of Medication here and generally better treatment in the US than elsewhere, (say India or Africa).
What really needs to happen to prevent Children of HIV positive mothers being born with HIV is education and treatment. An alarming amount of perinatal transmission happens when the mother was unaware she was infected and unable to get proper treatment early enough to prevent transmission to her child.
Tearing down the stigma associated with HIV testing, making testing more accessable, more affordable, more routine. . . less. . shameful. Would be a much more important step in the overall prevention of HIV transmission in our society, not just from Mother to Child. Prohibiting people with HIV from having children would only add to the stigma, making people less likely to seek testing and treatment early on, if at all.
